OKX, running since 2017, is one of the world's largest venues by derivatives volume. It offers spot, perpetual and dated futures, options, margin and its own Web3 wallet.
Base-tier fees undercut US exchanges, and proof of reserves is published monthly. In Europe it operates under a MiCA licence. The downside is its regulatory record: a US guilty plea and more than $504 million in penalties in 2025. Russian users can still sign up, but without ruble or bank transfers.

Partly: Russia is not on OKX's full restriction list, but fiat services via Russian banks are blocked and ruble trading has been closed since August 2023 (as of July 2026).
Security
Publishes monthly proof of reserves. In February 2025 OKX pleaded guilty in the US to operating an unlicensed money-transmitting business and paid more than $504 million in penalties; Malta's regulator fined its EU arm €1.1 million for AML failures.
