Binance Files for Crypto Licence With Brazil's Central Bank
Binance filed with Brazil's central bank on Oct. 23 for virtual asset service provider status; the market-wide filing deadline falls on Oct. 30.

Crypto exchange Binance filed an application with Brazil's central bank on Oct. 23, 2026 to be authorized as a virtual asset service provider (PSAV). The filing came through a new local entity, BBrasil Sociedade Prestadora de Serviços de Ativos Virtuais Ltda. For the market as a whole, the first filing deadline falls on Oct. 30.
Details
Brazilian outlet Capital Aberto reports that Oct. 30 is the first submission deadline under central bank Instruction 704; filing on time is a condition for continuing to operate while the regulator reviews. Minimum capital under joint CMN/BCB Resolution 14/2025 ranges from 10.8 million to 37.2 million reais depending on the activities. From Nov. 6, authorized financial institutions may not do business with unauthorized providers.
Binance's Brazil general director Thiago Sarandy called the filing a "decisive step" for its operations in the country, Bitcoin.com reports, citing Valor Econômico. The same report says bank Itaú formalized its own role in this market on Oct. 27; CoinLab has not independently verified that.
Binance's Victor Guilhamat, quoted by Capital Aberto, said at least 11 crypto platforms had announced shutdowns or reduced operations in Brazil by September; there is no official central bank count.
What it means for the market
Brazil is one of Latin America's largest crypto markets, and tough capital, audit and governance rules are pushing out smaller players. Large exchanges and banks already under supervision face lower adaptation costs. Lawyers quoted by Capital Aberto say a clear picture will emerge only after Oct. 30, likely in late November or early December.
