Ukraine's Rada Committee Backs Crypto Bill With 18% Tax

Ukraine's parliamentary finance committee voted 20 in favor of bill 10225-d for a second reading: exchange licensing, 18% income tax plus 5% levy, effective July 1, 2027.

Ukraine's Rada Committee Backs Crypto Bill With 18% Tax

The Verkhovna Rada's committee on finance, tax and customs policy on Nov. 4 recommended that parliament adopt bill No. 10225-d "On the regulation of virtual assets circulation" in its second reading and as a whole. Dev.ua reports that 20 committee members voted in favor. A floor vote is expected in November, with the rules due to take effect on July 1, 2027. This is a committee recommendation, not a law: the bill has no force until the Rada passes it and it is signed.

Details

The bill passed its first reading in September 2025; its record is on the Rada's website. It introduces mandatory licensing for crypto exchanges, custodians and other service providers, tightens anti-money-laundering controls and sets out user rights. Oversight is split: the National Securities and Stock Market Commission handles the securities side, while the National Bank of Ukraine covers electronic money and currency monitoring.

On taxes, ForkLog says annual profit from digital-asset transactions would face 18% personal income tax plus a 5% military levy. Swaps between cryptocurrencies are not taxed, nor is income below one minimum wage a year. For assets acquired before the law takes effect, a transitional 5% personal income tax rate applies through the end of 2028. Crypto transactions are exempt from VAT.

What this means for the market

For Ukrainian users the bill brings legal clarity: defined rules for exchanges and a tax on profit rather than on every trade. For international exchanges, licensing means market entry will need regulatory approval. The bill is not expected to move the global bitcoin price; the live price is in the daily brief. The text may still change in the second reading, and signing the law is a separate step.
