HTX Adds Russia to Its List of Prohibited Jurisdictions
HTX now bans users from Russia from all services, its user agreement says. Clients reportedly get seven business days to withdraw, after Bitget and MEXC.

Crypto exchange HTX (formerly Huobi) has added Russia to the list of jurisdictions whose users are prohibited from using all of its services, according to the HTX user agreement. Russian outlets Prime and Bits.media reported on Oct. 23 that Russian clients have begun receiving notices.
Details
Section 1.2 of the agreement ("Restricted Jurisdictions") lists Russia alongside mainland China, the United States, Iran, North Korea, the United Kingdom, Singapore and all EU member states. The text says the list may change from time to time. The document is marked "Last updated on [2026–09]"; HashTelegraph says the change was made on Sept. 19 and only drew media attention now.
According to Bits.media and Cointelegraph Russia, Russian clients were told they have seven business days to withdraw funds, after which the exchange may restrict withdrawals and block accounts. Those reports say HTX has not published a separate announcement with exact deadlines, so affected users should check account notices and ask support.
The move is linked to sanctions. The EU included HTX in its 21st Russia sanctions package, with a ban on transactions for EU persons and companies in force since Aug. 23, 2026, and the UK sanctioned Huobi Global S.A. in May. HTX has rejected the UK allegations, saying it does not deal with the A7A5 token.
What this means for the market
HTX is the third major exchange in a week to restrict clients from Russia, after Bitget and MEXC. It narrows the options for users in Russia and the wider CIS and raises the stakes of moving funds early. The event is not a direct price driver; for the live bitcoin price see the daily summary.
