Coinbase Ireland Fined €3.25M Over Customer Fund Safeguards
The Central Bank of Ireland fined Coinbase Ireland €3,252,618 for safeguarding and outsourcing breaches between November 2020 and August 2025.

The Central Bank of Ireland said on October 22 that it has fined Coinbase Ireland Limited €3,252,618 for breaching safeguarding and outsourcing requirements. According to the regulator, the breaches ran from November 1, 2020, to August 19, 2025. The two sides reached a settlement on October 21.
Details
Coinbase Ireland is an e-money institution within Coinbase Group. In its press release, the Central Bank said the firm breached the Electronic Money Regulations 2011 in three ways: weak outsourcing governance (excessive reliance on the US-based group and too little local expertise), inadequate safeguarding of customer funds because of system design and control testing gaps, which left its designated safeguarding account underfunded for long periods, and lacking escalation and reporting procedures for material changes.
The proposed penalty was €4,646,597; a 30% settlement discount cut it to €3,252,618. Coinbase Ireland admitted the contraventions and accepted the sanctions, which include a reprimand. The fine takes effect once the High Court confirms it. The Block reports the largest shortfall in the safeguarding account reached €5.2 million in 2024. Enforcement director Karen O'Leary said the regulator has "no tolerance for weaknesses in safeguarding arrangements." Bitcoin.com says Coinbase stated no customers suffered losses and the issues have been resolved.
What it means for the market
This is the second sizeable Irish penalty against Coinbase entities in under a year: per Bitcoin.com, Coinbase Europe was fined €21.46 million in November 2025 over transaction monitoring failures. The case shows how closely EU regulators watch client-money segregation at licensed crypto firms.
The fine is small relative to Coinbase's size, but the focus on safeguarding and outsourcing oversight is likely to apply to other large exchanges operating in the EU. For live prices, see the daily briefing.
